Master in Public Evaluation & Decision Making

This Master’s program (Diplôme National de Master) is accredited by the French Ministry of Higher Education, Research, and Innovation in partnership with the University of Rennes 1 and is the only Eurostat labeled European Master in Official Statistics (EMOS) in France.


Public bodies possess local, national, or even international databases which have grown enormously thanks to digitalization and other advances in IT. Public administrations and agencies need highly qualified Statisticians and Data Scientists to create, manage, and exploit them. The objective of this program is to respond to these increasing demands for data experts in the field of public policy evaluation and decision-making. 

Graduates are well-prepared to work in scientifically and technically demanding jobs in Statistical Engineering, Social and Economic IT systems, and IT management related to Official Statistics. 

The program first and foremost seeks to respond to the needs of local, national, and international public administrations and agencies. Such public institutions include national ministries (Economy, Agriculture, Sustainable Development, Health, etc.), administrations (national health insurance and welfare), consulates, and local government offices and agencies, in addition to international organizations (Eurostat, OECD, IMF, World Bank, UN, etc.). 

Additionally, public decision makers often call up the expertise of private consulting firms specialized in Public Policy Evaluation, which means career opportunities are varied and numerous.

Specialization Tracks

The Master in Public Evaluation and Decision Making includes three specializations:

  • Methodology for Official Statistics (MSP)
  • Statistics and Data Management (STD) – not open to INSEE personnel in continuing education
  • Statistical Studies (ES)


This program is open to students who have followed the first year of the Master’s program at the University of Rennes 1 or have equivalent credits obtained elsewhere. Civil servant students from ENSAI are either admitted directly into the program following their first two years of study or thereafter in the form of continuing education. 

The admission and selection procedure takes place between April and May. Applications must be submitted online via the ENSAI website.
